LEX (law in Latin) is traced to Indo-European root leg-
(to collect). See ELECT if one pursues this path to LEX and LEGAL. הלכה HaLaKHaH is law (Post-Biblical Hebrew).
Literally, it means "the way to go," as לך LaiKH is "go" in Genesis12:1.
"Behave" is the meaning of this verb in IKings15:26,
so that the progression of going to behaving is not a late semantic
development.
Branches
DELEGATE and RELEGATE are cognates of LEX (LEGISLATE,
LEGITIMATE, LOYAL and PRIVILEGE), yet Latin legare (to depute,
commission, charge) is no "collect" word. The AHD lamely
offers"? "collection of rules." A deputy or agent is a מלאך MaLAKH
(messenger, angel - literally "one made to go"). מלך MeLeKH (king - is chief
LEGISLATOR, and "the one who makes others go").
